Time is critical and costly for biotechs particularly in the early stages of growth – from incubators, start-ups to emerging biotechs. The mission is to get up and running rapidly. From an environmental health and safety (EH&S) standpoint it is an enormous task to obtain all the necessary permits, licenses and establish the EH&S policies and plans required by federal, state and local regulations in order to even begin research operations. This challenge is made even more difficult because routinely a scientist, without compliance or safety expertise, is tasked with safety responsibilities. Additionally, questions may arise regarding whether the landlord or tenant is responsible for specific permits. And, in turn, who is liable?
